This timely event follows on from City & Financial’s successful ECMU Summit earlier this year and will focus on the European Commission’s plan, due to be published in early September, for the re-launch of the securitisation market in Europe. The Commission’s plan will build on its original consultation paper on securitisation that was published alongside Lord Hill’s Green Paper on European Capital Market Union earlier this year. September’s plan is likely to be much more detailed and will set out specific steps for the relaunch of the European securitisation market.

Martin Merlin, Director, Financial Markets, Directorate General for Financial Stability, Financial Services & Capital Markets Union, European Commission, will be delivering the keynote address. He will be joined by a an exceptional panel of speakers, including senior representatives from the Bank of England, the European Central Bank, the European Banking Authority and the EBRD, as well as leading practitioners.

While regulators, market participants and commentators all agree that a revival of the securitisation market would serve a very useful purpose in terms of increasing lending and supporting economic growth, a number of obstacles will need to be tackled if this is to be achieved. Although tougher financial prudential regulation has made European banks more resilient, it has also dampened their enthusiasm for securitising their loan books, despite the fact that this would increase their lending capacity. Turning to the buy side, the provisions of Solvency II Directive discourage insurers from buying asset backed securities. Overlaying the regulatory complexities is the stigma that still attaches to securitisation as a financial technique following the financial crisis.

The expert panel of speakers will review how best to make the EU Commission’s plans become a reality and how the various barriers may be overcome.
