The European and World fund markets are far from harmonised. Ongoing national protectionism in tax regulations has hindered the move towards open architecture and the creation of a fully functional international market.

The US has further strengthened this position with the enactment of FATCA. It was enacted in response to perceived tax abuse by US persons using offshore financial facilities to hide assets.
