Turkey’s ratification of the Kyoto Protocol has ushered the country into a new era. It has given Turkey the right to become involved in climate change decisions after 2012, when the Kyoto Protocol expires. However, with this opportunity comes responsibility. 
If the capacity to assimilate into the flexible mechanisms of Kyoto and the desire to participate efficiently in the international climate change negotiations is to be fulfilled, then steps must be taken to establish a framework capable of realizing Turkey’s potential in the global carbon market beyond 2012.
