The US Commodity Futures Trading Commission (CFTC) has issued an Order filing and settling charges against Barclays PLC, Barclays Bank PLC (Barclays Bank) and Barclays Capital Inc. (Barclays Capital) (collectively Barclays or the Bank).  The Order finds that Barclays attempted to manipulate and made false reports concerning two global benchmark interest rates, LIBOR and Euribor, on numerous occasions and sometimes on a daily basis over a four-year period, commencing as early as 2005.   According to the Order, Barclays, through its traders and employees responsible for determining the Bank’s LIBOR and Euribor submissions (submitters), attempted to manipulate and made false

Capital Financial Global, Inc (OTC: CFGX), is in talks with a hedge fund to acquire a 40% interest in its management entity. "We are hopeful this will allow us to increase our funding capacity and simultaneously add some consistent fee revenue to our business model," says Paul Norat, CEO of Capital Financial Global, Inc. The Supervisory Board of the European Commodity Clearing AG (ECC) has re-appointed Dr Thomas Siegl as a member of the Management Board of the clearing house. The extension of his appointment was adopted by the Supervisory Board at the meeting on 21 June 2012 with effect from 1 May 2013 for a term of another three years. Thomas Siegl was first appointed to the ECC Management Board in May 2010. The US District Court for the Southern District of Florida has entered an order of default judgment and permanent injunction against Abraham Gutterman, who currently resides in Brooklyn, NY, and his companies, Alliance Capital Metals LLC (ACM) and AR Goldman Wealth Management, LLC (ARGWM), both of South Florida. The order stems from a CFTC complaint filed against the defendants on 15 March, 2012, in connection with a fraudulent gold and oil commodity options scheme . The order requires Gutterman and his companies jointly and severally to pay restitution of USD483,725 to defrauded customers and a USD2.1 million civil monetary penalty.
An Order Finding Defendants In Civil Contempt has been issued by a judge in the United States District Court for the Northern District of California against defendants Lawrence R Goldfarb (Goldfarb) and Baystar Capital Management, LLC (Baystar Capital) in the proceeding entitled Securities and Exchange Commission v. Lawrence R. Goldfarb, et. al, Case No. C-11-00938-WHA. The Order found that defendants failed to pay disgorgement in compliance with the provisions of a Final Judgment entered against them on 16 March, 2011 and furthermore failed to demonstrate that they reasonably attempted to comply with their disgorgement obligations. Finisterre Capital, the long/short emerging market total return specialist, has appointed Darren Walker, formerly Managing Director at JPMorgan Chase as portfolio manager on the Finisterre Global Opportunity Fund. Walker will report to Yan Swiderski, a Finisterre Partner and the lead Portfolio Manager on the Global Opportunity Fund. The European Securities and Markets Authority (ESMA) has launched a consultation on its technical standards under the Regulation on OTC derivatives, central counterparties and trade repositories (EMIR), which is aimed at improving the functioning of OTC derivatives markets in the European Union (EU).   EMIR aims to achieve this by reducing risks via the use of central clearing and risk mitigation techniques, increasing transparency via trade repositories (TR) and ensuring sound and resilient central counterparties (CCPs).
