Leading international law firm, Mourant Ozannes, has appointed Morven McMillan (pictured) and Julian Fletcher as Partners. Both will be based in the firm’s Cayman Islands office.

Reverberations from the recent revolutions in Tunisia and Egypt have been felt across the Arab World, far beyond the geographic boundaries of the countries involved. Protests in Libya and Bahrain have added to regional uncertainty and volatility in the markets.
The Egyptian market remained closed for the entire month of February whilst the hardest hit markets were Oman and Qatar, down 10.2% and 9.3% respectively for the month of February, while Dubai lost 8.1% and Saudi 6.6%.

Carne Global Financial Services, a provider of governance services to the global fund management industry, has appointed Carmel Jordan to its existing team of independent Dublin-based fund directors. Carne provides directors for a wide range of different fund structures and management companies for regulated funds.


Jordan spent 18 years with the Bank of Ireland Group, where she held senior positions at group level as well as with Bank of Ireland Securities Services.She began her career with PriceWaterhouseCoopers.

U.S. Bancorp Fund Services has named Angie Pingel vice president and legal compliance officer. Pingel will specialise in registered proprietary fund and multiple series trust regulation and provide counsel on the Investment Company Act of 1940 and related securities laws to clients.
“Angie brings more than 15 years of experience in the mutual fund and general securities industries to U.S. Bancorp Fund Services. Her depth of experience and knowledge will provide additional support and expertise to our clients,” says Jeanine Bajczyk, senior vice president and director of the Legal Administration department at U.S. Bancorp Fund Services.
Pingel rejoined U.S.
The management team at Legis has successfully completed a buyout of the business. The share capital of the funds, corporate services and trust business has been acquired by a newly-formed holding company, Legis Group Holdings Limited, with funding from HSBC and backed by a significant investment from Bailiwick Investments Limited.
Chief Executive Stuart Platt-Ransom says: “We have assembled an experienced and dynamic management team and, under their ownership, Legis is now positioned to become a best of breed independent.”

Last summer, in July 2010, the “Dodd-Frank Wall Street Reform and Consumer Protection Act” (‘Dodd -Frank Act’) was signed into law and, amongst other things, Title IV of Dodd- Frank amended the “US Investment Advisors Act of 1940” (‘IAA 1940’).
One of the important requirements of Dodd-Frank was that a broad range of both US and non-US fund managers and advisors had to register with the SEC by July this year. With this in mind, in November of
