Samuel E "Q" Belk IV, has joined investment consultant Cambridge Associates as Director of Diversifying Investments.
Belk was most recently a Managing Director at the Dartmouth College Investment Office, where he was responsible for hedge fund and distressed portfolios and private equity. Prior to joining Dartmouth in 2008, he was a Managing Director at Lehman Brothers Japan, where he served on the Asia risk management committee and headed a pan-Asia group focused on hedge funds, sovereign wealth funds and Asian fixed income, foreign exchange and futures products.

BlueMountain Capital Management (BlueMountain), a private investment firm specialising in the global credit markets with USD7 billion in assets under management, has named David Rubenstein CEO of BlueMountain Europe.
Rubenstein, who joined the firm in 2006, will also continue in his roles of both CFO and General Counsel on a global basis. He is a member of the Founders’ Council of the Managed Funds Association and serves as the Chair of the OTC Advisory Group to its US Legislative Policy Committee. Lombard Odier Investment Managers has appointed Philip Chew as head of risk, operations and information technology.
For more than 14 years, Chew led the building of risk reporting, research and portfolio management systems at BlackRock Inc. and for the last five years was Managing Director in BlackRock Solutions where he headed an organisation based in the U.S. and the United Kingdom.
Based initially at LOIM’s New York offices and then in Geneva, he reports to Hubert Keller, a Lombard Odier Managing Partner, responsible for LOIM.

HSBC has appointed former Citadel Asset Management COO Paul Hamill Hamill as global head of prime services.
Hamill who has over 20 years of financial services experience experience with a particular focus on alternative asset management, prime brokerage and financing both from a sell and a buy side perspective, will report to Cian Burke (pictured) head of prime services and co-head of securities services, and Patrick George, global head of equities. Burke’s role at HSBC has been expanded and he will now oversee HSS, Prime Services and the firm’s OTC Clearing offering.

International law firm Dechert LLP announced today that David A Vaughan has returned to the firm as a partner in the Financial Services Group. Zobel was previously Head of Hedge Fund Strategies at BlueBay Asset Management plc where he was a partner and helped build the firm into a USD40bn asset manager prior to its sale to Royal Bank of Canada. Beforehand he was a Managing Director at Deutsche Asset Management, responsible for a team managing over USD2bn in alternative investments on behalf of institutions and private clients.

Newedge has appointed Françoise Guillaume (pictured) as Global Chief Operating Officer and Deputy Chief Executive Officer. Based in Paris, Guillaume will also participate as a member of the Newedge Executive Committee.
Guillaume joins from Société Générale where she has worked in a range of senior leadership roles over the past 20 years, most recently serving as Chief Financial Officer for SG Group Management Resources. Previously, she worked as Managing Director of Short Term Rates for Société Générale Asset Management and Deputy Director of Fixed Income and Money Market.

Heinen joins the Alternative Investment Strategy Group (AISG), a team that works closely with the client coverage and portfolio management teams to develop, position and promote BlackRock’s alternative investment solutions.
Based in London, Heinen reports to Rick Arney, BlackRock’s Head of Hedge Funds and Head of the Alternative Investment Strategy Group.
